1- What is the speaker talking about? The speaker is talking about the differences between American and English accent, he is also making fun about how the Russians and the Germans speak english.
2- Do you think accent can hinder communication? I definitely think that accent can hinder the communication and just because a word may sound like another and the listener may have misunderstandings. To Avoid this I think it is necessary to speak slowly and vocalized.
